The Youth and Family Outreach (YFO) Expansion Project is a new six-story mixed-use development in downtown Portland, Maine, providing 60 affordable housing units, full service daycare on the 2nd floor, and dedicated space for community programming.

Constructed on a tight site, the project requires detailed planning around logistics, site access, and coordination with adjacent properties and ongoing city activity. Early sitework includes demolition, utility coordination, and management of subsurface conditions to prepare for vertical construction, with a focus on maintaining safe access and minimizing disruption in an active urban environment.

The project is subject to Build America, Buy America (BABA) requirements, requiring strict compliance with domestic sourcing and material documentation. PGC has worked with the project team to establish procurement strategies and tracking processes early, helping ensure compliance is maintained throughout construction.
