10MW Fuel Cell & Thermal Loop
Supported Charter Oak CHP Project

Project Details
Role: PM Support
Developer: NuPower LLC
Scope: CHP Fuel Cell Facility
Capacity: 10 MW
Penobscot General Contractors is providing project management support on the Charter Oak Combined Heat and Power (CHP) Project, a 10-megawatt fuel cell energy facility under construction in Bridgeport, Connecticut. Developed by NuPower LLC, the project features 21 vertically stacked fuel cells—marking the first installation of its kind in the United States—and is designed to deliver low-emission, high-efficiency power and thermal energy within a dense urban environment.
The facility will generate reliable baseload electricity for the local utility while capturing waste heat to supply a 1.5-mile thermal loop serving the University of Bridgeport, Bassick High School, and other nearby facilities. In addition to power generation, the project includes major supporting infrastructure such as a new electrical interconnection and natural gas system upgrades.
PGC’s involvement supports the coordination and execution of this highly technical, process-driven project, requiring integration across complex mechanical, electrical, and energy systems within an active urban setting.
The Charter Oak CHP Project reflects PGC’s ability to contribute to advanced energy and industrial infrastructure projects, supporting complex coordination efforts and specialized systems that serve both institutional and utility-scale needs.
